Landlords, tenants, and public health advocates build historic consensus
Ensuring safe and healthy rental housing is a perennial challenge because a few bad actors among both landlords and tenants can cause dramatic problems for everyone. Working together intensively, the work group appointed by Portland’s City Council systematically addressed the fundamental issues and forged a comprehensive agreement.
- Achieved full consensus on health and safety standards, education campaign, inspection process, fine schedule, and funding, including a per-unit fee supported by landlords.
